Guidelines for Expenditures of Continuing Education Grant Funds

The importance of training and education to North Central Kansas Libraries System member libraries has been consistently recognized and expressed by member library directors and boards, system board members, staff and administration. It is fitting that NCKL provide financial support for System personnel who want to take advantage of educational programs.

A major library education resource is KPLACE, a three year program which offers 90 hours of high quality library training. The priority use of the funds will be to make available grants to NCKL librarians who want to attend KPLACE and KPLACE activities. Remaining funds will be used, secondly, for Tri-Conference and, finally, for other library training activities. (See Continuing Education Criteria Outline).

The first priority for the use of these funds will be to make available grants for librarians who want to attend KPLACE, the annual continuing education program for library directors without the M.L.S. degree conducted by the State Library and the School of Library and Information Management (SLIM) at Emporia State University. The amount may cover all or any part of tuition, room and board. Given the location of the program within the borders of NCKL, it is recommended that travel expense be paid by the local library. In addition, consideration will be given to registration fees for KPLACE conferences.

An official enrollment form for KPLACE participation and an NCKL application for a Continuing Education Grant will be sent to system libraries each fall. Both forms should be returned by the due date to the NCKL Continuing Education Grants, c/o Consultant, 629 Poyntz, Manhattan, Ks 66502.

These questions are intended to provide a screening structure for consideration of applications. An answer of "yes" to questions A & C assigns the applicant a higher priority; "no" answers mean applicants cannot be considered until all applicants answering "yes" have been considered. Question B assigns priority according to level of participation. Highest priority will be for participants at Level III, since inability to complete the three-year program diminishes the value of participation at the first two levels. An answer of "yes" to Question D is mandatory.

  1. Are you library director or head librarian for your library?
  2. At which level of KPLACE will you participate this year? (I, II, III)
  3. Has your library board agreed to arrange for substitute help in your library and to reimburse your travel expense?
  4. Do you agree to return (or relinquish your claim to) Continuing Education Grant Funds awarded in the event you do not attend KPLACE?

Funds remaining in the Continuing Education Grant budget following final action on all KPLACE applications, will be used for assistance to member libraries to attend Tri-Conference. Lastly, the Committee will consider Other Applications to workshops or conferences which would benefit the library. (See Continuing Education Criteria Outline)

The Director and the System Consultant will select the grant recipients. Appeals to decisions will be made in writing to the System Executive Committee President. A committee to review the appeal will be appointed by the System Executive Committee President. The committee will be chaired by the System Executive Committee President and it will consist of two members of the Executive Committee and two system staff members (selected from names recommended by the Director). Members serve for one year or until available funds are spent. A limit of two successive terms should be observed where practical. Vacancies are filled by the Executive Committee President, with approval of the Executive Committee.
